Crunchy Garlic w/ Chili Oil

Crunchy garlic topping is a Japanese La-Yu (or spicy chili oil) with plenty of crunchy ingredients, such as garlic and chili pepper. Chili oil with garlic has a lesser spice level than regular La-Yu, and can be used as a seasoning, rice topping, and also as a side dish.
